The Executive Director of Human Resources is directly responsible for administering human resources policies, programs and practices: including planning, organizing, developing, implementing, coordinating, and directing. Duties include formulating policies and procedures for the Human Resources Department and recommending policies and practices to senior management and updating the employee handbook accordingly. Duties also include communicating the above-mentioned policies and procedures as well as laws, standards, and government regulations to the employees of the University. Consults with legal counsel on policy development and employee relation issues when appropriate. Represents GV and the HR department in a positive, service-oriented manner.
Essential Functions of Job:
Employee Relations
- Directs/coaches managers/department chairs in carrying out their responsibilities on personnel matters including, hiring, disciplining, work assignments, performance evaluations, terminations, etc.
- Responds to employee relation issues such as employee complaints, harassment allegations, and civil rights complaints.
- Develops and recommends personnel policy changes as appropriate to senior management.
- Monitors and audits records and procedures (alongside the Associate VP for Finance & Controller) for controlling personnel transactions and reporting personnel data in the payroll system.
- Monitors performance appraisal programs.
- Conducts exit interviews and analyzes date to make recommendations to senior management for corrective action and continuous improvement.
- Updates and maintains the Employee Handbook and works with the Provost to update and maintain the Faculty Handbook.
Compensation
- Conducts wage and salary surveys as needed for maintaining current market level salary structure and internal equity.
- Compiles salary survey data to be disseminated to, but not limited to, CUPA, IAICU, IPEDS, Pearl Meyer, etc.
Benefits
- Works in association with benefit broker representatives to develop and maintain a comprehensive benefits plan.
- Administers health and welfare benefit programs, which includes but is not limited to health insurance, dental insurance, basic life insurance, voluntary employee benefits, and flexible spending plan.
- Administers/monitors the University’s retirement plans.
- Reconciles monthly benefits bills and pensions/retirement statements and works with Accounts Payable for payment.
- Compiles information for 5500 reporting for welfare and retirement plans. Works with retirement auditor on annual audit.
Compliance
- Serves as the University privacy officer to provide oversight of compliance related to Protected Health Information (PHI) and claims related to participant privacy.
- Serves as the Deputy Title IX Coordinator.
- Ensures compliance with all state and federal laws including but not limited to Title IX, Title VII, FLSA, FMLA, etc…
Recruitment
- Researches various methods of target advertising aligned with DEI initiatives.
- Ensures proper paperwork has been processed for a job opening (job requisition, updated job description, advertising options, etc.).
- Posts/advertises positions in the most effective areas and maintain fiscal responsibility with the advertising budget.
- Conducts phone screenings/interviews.
- Coordinates with supervisors and administrative assistants for on-campus interviews and is an active participant in the interview process.
- Provides guidance to interviewers on legal and appropriate interviewing tactics.
- Conducts reference checks for staff as needed
Training
- Develops and implements an effective training program for employees.
- Facilitates training for employees and coordinates with outside sources and CETL to provide training when needed.
- Maintains records of training sessions, topics covered and attendees.
New Employee Orientation
- Develops and implements a comprehensive and effective new employee orientation program for staff employees.
- Facilitates/leads the orientation process with Staff Connections
- Coordinates with supervisors to ensure a smooth transition for new employees.
Other
- Plans, develops, and administers department budget to ensure operation within fiscal constraints.
- Set short-term and long-term goals for the office and monitor progress and achievement of goals.
- Provides back up for the Human Resources Administrator.
- Other duties as assigned.
Qualifications and Requirements:
- Bachelor’s degree in Human Resources Management, or related field required.
- Minimum of five years experience in Human Resources strongly preferred
- Background/education in employment law and other government compliance regulations strongly preferred.
- HR certification(s) also preferred (SHRM-CP, PHR, SPHR, etc…)
- Excellent communication skills, both oral and written, required.
- Strong customer service skills required.
- Positively interact with employees and other GV constituents and represent GV in a positive manner.
- Strong commitment to carry out GV’s DEI initiatives.
- Ability to objectively coach employees and management through complex, difficult, and emotional issues.
- Ability to research and analyze various types of data.
- Ability to make recommendations to effectively resolve problems/issues, by using judgment that is consistent with standards, practices, policies, procedures, regulations and government law.
- Ability to prioritize and organize workload.
- Strong Microsoft Office and Teams skills required.
